TNS Error on Oracle 10G Express

Hi,
I am trying to use 10G XE and all seems to work fine for a while until it starts to give me errors and I get the following in the listener log file.:

TNS-12516    TNS:listener could not find available handler with matching protocal stack.

If I restart the machine then it works fine again for a few hours but then the errors come back.

Does anyone have any ideas for me....

I have noticed in the log that in each line the port number used seems to increase. Does this mean the the application is continously opening new connections?

Increase the value for PROCESSES parameter in the SPFILE.

SQL>alter system set processes=250 scope=both;
