Small Business Server CALs Confusion

I am trying to upgrade a per to per network to an SBS 2003. I install the server and I have about 25 computers using Win 2000 and Win XP. I am getting a warning about reaching the maximum of licenses. I understand I have the capability to connect much more that 30 computers in my SBS 2003 and all my client computers have legit copy of windows 2000 or XP. Is there any form to set in a bigger number the connection license number?

When this warning shows, it refers me to the licensing section. This window shows number of license: 5
Maximum: 13

My question is:  Do I have to buy CALs for each client computer even when I already have windows 2000 or XP in my client computers, so I can stop this problem having the server kicking out my users because exceed the number of connections to the server or directory.

What difference a CAL license has with Windows 2000 or XP?

Do I have to buy both?

    one CAL gives one xp/2000 machine the right to use the SBS server's resources.
    they use hard licensing, connections will stop being allowed when you are at the limit of the number you purchased.

    You can change the number of licenses, the app to do so is under administrative tools on the control panel, sorry can't remember exactly what it's called but should be easy to spot.  WARNING do not increase beyond the number you have purchased.

    SBS 2003 has a hard count limit of 75 users max.
    To add more you need a CAL license pack (you either bought a 5 user or 20 user  pack to start with).
    You get a paper license along with an unlocking code that needs to be input into the licensing mechanism on SBS 2003.
