Allowing company-wide calendar access to individual user in Exchange 2003

I have received a request to give one user company-wide access to other user's calendars.  Their permissions should only be as a reviewer.  I know I can do this by going to each individual's calendar and setting permissions, but I don't want to do that for 200 people.  Is there an easier way?  If so, how would I go about doing this?

Those permissions are client side, so there is no easy way to do it from the server.
