proftpd config problems

I'm running Fedora Core 5 and I've installed the latest version of proftpd.

I've created a user "joe" which already exists on my machine as my login account, however I can't FTP using the terminal into my server - after entering RootLogin on in my .conf file, I can't even log in as root.

If I sftp into the server, I can login as either "joe" or "root"

Why wouldn't I be able to login with the standard ftp protocol?

Just an idea, but have you tried installing webmin:

www.webmin.com

It simplifies the configuration of this no end!

..just a minor point many confgurations now prevent root (as a matter of course) from logging in.
