You need to register with some test-center like Prometric: http://www.prometric.com/Channels/

They'll give you a test-date and then you can appear for the exam in one of their centers on that date.

For preparation, you can also try one of the free online certifications like Brain-bench (http://www.brainbench.com) - I remember that Java 1 was a free certification test there. See if Java 2 is also available.

The syllabus will depend upon what version you are applying for, e.g., if you want to SCJP in 1.4, you need to study everything in 1.4. If you want to do it in Java 5, you need to study what is in Java 5 too.
