Create a Distribution List with OL 2002 w/o exchange server

Is there any way to create a distribution list that appears in the address list in Outlook 2002.  I am working with a friend that set up their office with OL 2002 to an external mail service (POP3).  There is no exchange server so when you look at the address book it is blank.  We are able to create contacts and we are able to create distribution lists but the addresses in the contact list don't appear in the address list.  Perhaps I need to perform some sort of import?

Is the contact folder set to display as an address book?  Right-click the folder and select properties.  Click the "Outlook Address Book" tab and look to see if "Show this folder as an e-mail Address Book" is checked.  If not, check it.

I don't follow what you mean.  Are you saying that none of the contacts show up in the address book?

That is correct.  The e-mail addresses in the contacts do not appear in the address list.  You can however create DLs in the Contact part of Outlook but they don't show up when you send an e-mail, and use the TO:, CC:, or BCC fields.

Ok, help me understand what's going on.  Right-click on the Contacts folder and select Permissions.  What tabs do you see?
