TS Profiles are being created in C:\Doc and Settings and on the D: drive

I setup TS Profile location on the TS tab of AD for users profiles on our new 2003 TS. When a new user logs on the TS remotely his profile is created in Doc and settings on C: and the D:\Profiles directory I specified in AD. I thought the profile would just be created on the D: drive to free up space on the C:?
