Creating Replication domain,

I would like to add another domain controller into my existing domain controller. So on my new server, I went with
"DC Promo" and next, next, next. By the way I supplied with the administrator credentials on the existing machine,

But then it gives me the following error:
The operation failed because: The Active Directory Installation Wizard was unable to convert the computer account PENTIUM5$ to a domain controller account.  "Access is denied."

I checked the administrator credential on the existing domain controller and it's a group of domain admins, which is should be enough to do perform this task.

Please advise!

At a command prompt, type secedit /refreshpolicy machine_policy /enforce.

I couldn't get this command to work,

secedit is built into 2000 machines
