Outlook unable to access Exchange Server with some user accounts on specific computer, allow access with other user accounts

I have a user's computer running XP Professional, we use Server 2003 and Exchange 2003 Standard edition. The problem is that the user can't access outlook on his computer, but can on another computer, I have also found that I can access my outlook account on his computer, but one of our Administer accounts will not access Outlook on his computer, but will access on another computer. I don't know what is causing the problem. I've uninstalled Office 2003 and reinstalled it under the local administrator and no success, I've unstalled and reinstalled Office 2003 under the domain administrator account and still no success. Does anyone know what this problem is?

Please read the question these links are for different problems.
Can you re-create the admin account...?
Do you have more than one domain controller that authenicates the users?

Could be a DNS issue?
Is there a specific error that comes up?

Any entry's in the Event Viewer when you try to connect and can't?

What kind of user profiles do you use? (Local, Roaming, Mandatory)

There are no events that show up, we are using local user profiles, I took the computer off the domain into a workgroup and rejoined it to the domain and no success. I decided to fix the problem by doing a fresh install of the os over the current os and then install office. I'm sure this will fix it. I think what the problem may have been is that XP SP2 was installed on the computer after installing all the programs, I've seen problems when this happens so SP2 needs to be installed before any programs for the os to be stable. Thanks for all those who suggestions.
