Error installing VB6.0 Application

I develop an application in VB6.0, then I use Package and Development Wizard to create a package with setup.lst, setup.exe and .cab
My SO is Windows 2003 Server (or Windows XP I probe in both).
When I try to install the application in Windows 2000 I get this error

"Setup cannot continue because some system files are out of date on your system. Click OK if you would like setup to update these files for you now.  You will need to restart Windows before you can run setup again.  Click cancel to exit setup without updating system files."

when i press the OK button the Windows restart. when i try again to install my software the same error message appears.

I Install Visual Studio 6.0 Service Pack and pack the application again and I got the same error.
Someone could help me with the error?.
What I have to do if I want to install my application in windows 95 or 98 maybe?
