How can I get Exchange 2003 Server SP1 reject emails (either by an internal user or from an outside source) with a blank subject line?

You cannot do it on exchange. You would have to use Anti Spam Solutions like Trend IMSS....!!

I believe Mail Essentials works on keywords so im nto sure it's possibel with that.  We use GFI Mail Seciruty and Mail Essentials and have found their support to be very good.  I would give them a call to confirm if their software does this or not.

I called Symantec and Mail Security can filter blank subject lines (we use Mailsecurity for the antivirus on Exchange)
