Can not connect to domain

I set up a windows 2003 SBC server with domain unionserver.local and I'm trying to connect from a XP machine.
First I tried using the wizard using IP address It downloaded some software but give me a blank page. I also tried changing domain name on windows XP machine but cant seem to find the name.
I can ping each other using Ip address.
Who is Participating?

Add the server to the Trusted Sites on your workstation's IE Options.  Since you've already began with the IP address, you can add the IP address to the trusted sites.
