Active Directory Site Replication

Is there any way to setup site not to automatically create site connections to other sites...I have a couple small office sites that have a AD Controller and are connected via VPN.  I don't really want to setup a tunnel to every other site I have just for it to replicate to that site... I would like it to replicate back to the host the one or two other sites in case the HOST domain controller goes down.

    Create a manual connection between the DCs of different sites & now no automatic connections should be created.
