Stop firewalls and antiviruses.
Look also in the trace file for messages.

soraCommented:
do "lsnrctl status" and "lsnrctl start" to see if it shows some useful information.

also check the logs in $ORACLE_HOME/network or some of its subdirectories

What is your OS?
I am not sure that 8i is certified for XP.
If it is XP immediatelly stop the firewall
and even deinstall and install again 8i.

What does it mean to be "Always On"?

Is your cloud always on? With an Always On cloud you won't have to worry about downtime for maintenance or software application code updates, ensuring that your bottom line isn't affected.

8i is not certified for W2003.
In metalink the certification list begins with 9.2
So the best workaround is to install 9.2.0.7

execute following command and send output

lsnrctl stats

2 - svrmgrl
     svrmgrl> connect internal
     svrmgrl> select tname from tab;
     svrmgrl> select * from v$instance;
    svrmgrl> select * from v$datafile;

1. as schwertner said, it is recommended to upgrade to 9.2.07
2. if you still want to proceed with 8i, as haidersyed said, send the output for "lsnrctl status".

Hi all,
Thanks for your all replies, but it still not start. 3 months ago, i has been install oracle 8i successfully and it runs very well. No problems with W2k3. And about Oracle 9i up, it too easy with me and runs very fast.
But now, I need Oracle8i runs on W2k3.
Some problems i have on my PC.
Except Orcale 8i has been installed on my pc, i also install Deeloper 6i (products of Orcale). I think they struggle with ORACLE_HOME enviroment variable.
Ordinally, when i used PL/SQL to develop Oracle it will appear SID (on tnsname.ora) to choose login. BUT it only appear STRANGE name, idon't know where SID to appear.
----
plz, help me

Oracle Developer 6i isn't certified for W2003. It has also to be installed in separate Oracle Home.
Why you do not use w2000 instead?

Do you really use at Home Windows 2003 Server Enterprise?

As last resort, please, open your -----> Administrative Tools -----> Services
and check ALL Services.
Please look for all services that have to be named with the word 'firewall'
and 'antivirus' and turn them off.

If you succeed to start the listener - open the port 1521 in the firewall.

Be aware that for 8i you can use also 9i and 10g Listener.
You can download and install it in a separate Oracle home (10g installation is more compact, 9i is more reliable).

Also be aware that Oracle 8i and Forms 6i are perfect (I am certified by Oracle for both products)
but   ... they are history.  I use Oracle Reports 10g instead
