Additional Domain Controller not servicing login requests

The original domain controller was knocked offline,and when users came in this morning, noone could connect.  Is there something else that needs to be set in order for the new domain controller ot kick in and take over?

You are going to need to sieze the FSMO roles, specifically the PDC emulator role.

If the original DC was a GC and the new one isn't then you will have issues logging on.
