Is there reason to be concerned about "Everyone" having "Read" permissions to all mailboxes in AD for Exchange 2003?

The rule with Exchange is don't touch the permissions in Exchange. Many of the permissions that you think aren't correct are there for a very good reason. People start removing permissions and then wonder why Exchange fails.

You should find that "Everyone" has read on the "READ PERMISSIONS" property only on every mailbox.

If that isn't the case then you need to define exactly which permission you are concerned about, as it isn't clear from your original question.
