Try the following:

Restart all the Backup exec services and see if that makes a difference.  If not:

Always run the Backup Exec Device and Media Service under a domain logon account with administrative privileges.

Backup Exec services should run under the same logon account with the exception of the Backup Exec Remote Agent for Windows Servers, which should run as the local system account.
What OS?
Are you running any type of Norton utilities?

Running server 2003 and that server is also the norton antivirus server, but we have never had a problem in the past with this.

Thanks in advance
Reboot the server and see if this happens again. Maybe you will have to reboot more often...
Insufficient resources indicates you have a problem on your computer, not the server with the drives.  You need to check the windows swap file, make sure it is windows managed, and check to see if there is no errant process using too much ram, check the NW to see if you can do file copies at normal speed, and on and on -- these are the things you check when you have insufficent ressources.  Also check to see if file premissions and permissions on the crucial NETWORK SHARE have cahnged.  This is all the usual stuff.
