Permissions for Citrix Desktop

We have citrix presentation server 4.0 running on a windows 2003 server.  Normally we connect via a secure gateway however the gateway is down.  I am trying to grant access to the users via the ICA desktop however they are getting the following error:  Desktop available only to administrators; must have terminal server user access permissions.

I have added all users to this group however it is still not allowing connections.  Any ideas?

    I got the issue resolved.  

    Go into Citrix Connection Configuration; dbl click on TCP and RDP ports; uncheck only run published apps.  Then publish desktop as application

    This resolved the issue and I was able to log in as users.
