Problem with a new MB powering up. CPU fan does not even turn on

So i thought i would build my own server............ How hard could it be :-(

I just had one built for me, and i needed one more so i ordered all the same parts.

I have a TYAN tomcat MB
a AMN 64 x2 3800 and 2gb of ram

I have it all hooked up.

When i turn on the power, the only thing that happens is that the chassis fans turn for about 1 second and thats it. The cpu fan never turns on at all

I have disconnected all the perifs.

I tried with and without memory .

I tried a different PS

Thanks for any help is what direction to go to help troubleshoot

Try resetting the BIOS and working with a minimal configuration: cpu, one module of RAM, and video card.  Badly seated RAM can prevent booting, as well as a faulty video card.  If you set this up outside of the case, you can verify whether it is shorting on the case.

taking out of the case, allowed it to boot.
Looks like a ground problem
