Not able to show all attachments in OWA?

I have 1 user who when looged on OWA can't view all attachments.  The email shows the paperclip icon but when opened no attachment is there.  It doesn't happen with all attachments, just random.  I use exchange 2003 sp2.

Does the problem follow the user to another computer?
The most common fix for OWA issues is to flush out the temporary internet files.

If it follows the user then I have to suspect the mailbox. If no other users are having the problem then it could be a problem there.
Try creating a new mailbox and send some of the faulty attachments to that new mailbox and see if they can be loaded there.

what about level 1 and level 2 attachments

You question indicates that this is user specific. The attachment control on Exchange is not user specific, it is server specific. If you had blocked the attachment at the server level then no users would be able to get access.

If this is something that affects all users, then you need to make that clear from the beginning, because the troubleshooting techniques for a single user problem are very different to something that is serverwide.
