An Error occurred during creating of ADO connection ! ! !

I'm getting this error message when opening a program on a pc:

An Error occurred during creating of ADO connection ! ! !

EOleException, Message: Cannot open database ".  It may not be a database that your application recognizes, or the file may be corrupt.    


My only option is OK, and then the program doesn't open.  I have uninstalled it and reinstalled it, but I'm still having the same error.  I thought the problem would be related to some add-on that had been loaded on the pc recently, but what?  The program used to work fine when it was loaded originally.  

Any help would be appreciated!!!

It's windows xp pro pc, on a domain. I logged in as the domain admin acct and generated this error.  The program is a reporting program that pulls its data from a network location.  I have verified that the network location is available (I can ping the server where the data resides).  There is no other issue with other users of the software, we have it on 3 pc's, so it's related to this specific installation.   I thought about .Net being an issue, but I checked and the program doesn't require it.
