Local Delivery Queue MS Exchange 2003

Can some one please describte the function of the local delivery queue in Exchange?  Is this just for incoming email?  
I am missing some inbound emails for certain users and I am trying to locate them.  I was hoping the might be stuck somewhere in one of the queues.

    Have you checked the queues in exchange system manager is there any email in them?

    Also do you have message tracking turned on (

    Do you have any errors in event viewer.
