can only login remotely using rdp as administrator or administrator rights on a 2003 server domain controller

What am I missing that I cannot get a user that is in the remote desktop users group to login remotely.  On 2000 servers you have to allow the logon locally settings in the policy editor but I cannot find that setting anywhere in 2003.

The policy you're looking for is called 'Allow log on locally' and 'Allow log on through Terminal Services' in the User rights assignments.

The Remote Desktop Users group has the right to log on through Terminal Services, but if you're using Terminal Services on a Domain Controller then you also need the right to log on locally

Right click my computer, properties.  On the remote tab, "select remote users"
