The only thing I can think of is to do this:

Overall WinForm
   Your Control

in the overall winform, put the tooltips for the Winform.

Check if the mouse is in the region outlined by the disabled control.  Then, display the tooltip.

Just add tooltips to the form, then call the toolTip1.Show(...) event giving it a handle to current window & the co-ordinates of the mouse.
