I have read everything I can find on syncing my Pocket PC device to an Exchange server, and still am receiving an INTERNET_55 error.    

I've done this fix, http://support.microsoft.com/default.aspx?scid=kb;en-us;817379

and can get to www.mysite.com/oma, but still am unable to get Mobile Active Sync to work.  Everytime I get an INTERNET_55 error.

We have SBS 2003.

That error is certificate based.
Are you using an SSL Certificate?
If so, is it purchased or home grown?
If home grown, is it installed on the device?

Yes, I am using an SSL Certificate, home grown and yes, is installed on the device.

I just loaded certchk, rebooted everything, and it worked.
