OWA - PF - Not Authorized to view.

I have a SBS2003 installation.  I've put an excel file in the Public Folder store, at:

PF-Store\All Folders\FolderName\Sheet1.xls

Writes and reads just fine using the Outlook (2003) client.  OWA is barfing..

I can logon to OWA, with SSL, Forms Based, no problem.  I can access the public folders.  I can browse to the folder containing Sheet1.xls.  When I "open" Sheet1.xls, using IE, I am greeted by this error:

You are not authorized to view this page
You might not have permission to view this directory or page using the credentials you supplied.
<snip> HTTP Error 403 - Forbidden

Can't see anything obvious in IIS manager..  help would be appreciated!
