MS Outlook 2003 Inbox folder

What would I need to do if my Inbox is showing a message "Last updated on May 1, 2006 10:30 am" instead of the "This folder is up to date" which is shown on the bottm right hand corner of the Outlook program next to the Connected option?

The user is unable to receive any new messages when this message shows up and how do I resolve it?

Also, what would cause this message to come up since I have been seeing this on other subfolders as well.

Please advise.

I am runnign MS Exchange 2000 Enterprise Edition  and I am using MS Outlook 2003 for the desktops
I can't run a scanpst since I am running the mail from the mail server and I do not have any personal folders for their mail. Is there a utility I can use to repair the mailbox on the server?
