Autostart ADUC via remote desktop

When I try to autostart the dsa.msc when I open a Remote Desktop connection, it fails with:

"An error {193} occurred while creating user logon.  This initial program cannot be started: DSA.MSC  Please consult help for more information"

I have specified the full path via the 'Programs' tab --> 'Start a program' setting of a Remote Desktop configuration.  I have opened other msc's this way with no problem.

    add "mmc" in front of the path to dsa.msc
