Exch 2003 - "user is not authorized to send on behalf of ..."

Exch 2003 - AD users and computers - we have 1 user/mailbox (hidden from the address book); I want to give a network user the authority to send "on behalf of" this hidden user/mailbox
I added the user to the hidden user/mailbox "send on behalf".
However, when the user creates a new e-mail (outlook 2003) and in the FROM field specifies the e-mail address from that hidden user/mailbox, it gives the popup "You do not have the permission to send the message on behalf of the specified user"

While the address is still hidden, are you able to send on behalf if you type user@dmain.com in the from field instead of trying to lookup the address using the GAL?
That shouldn't be possible because Outlook cannot "see" the account to verify the permissions. That is why it fails with the account hidden.
