Revocation information for the security certificate is unavailable, Do you wish to proceed?

This can happen if the "Check for server certificate revocation" option in Internet Explorer is enabled and the certificate revocation list distribution point (CDP) for the secure Web site you're visiting isn't unavailable.

Basically, it's just that your browser has been configured to check that any Certificates it uses are checked against a "Certificate Revocation List" - just incase it's been revoked since the certificate was first issued; unfortunately, that list isn't available at the moment for some reason.
