Accessing orphan .ost (.msnpst) file

I have an Outlook file labeled outlook.msnpst which I believe is the old name for "'ost" files. It is orphaned and I cannot access the data. I have recreated the email account but Outlook always creates a new .ost file. Even if I swap names it says server is not avialable and I cannot open data. I noticed a post that said you could convert an ost file to pst but I did not understad how to use the command. Can anyone help in how to access the data on this orphaned file?

This Email account is not part of exchanges server but instead uses Outlook 2003 with Outlook connector and an msn premium email accoint (hotmail like)
