List of who users and their permissions to certain directories

Hello, Is there a command that I could use that could show me a list of permissons in a certain direclory.
Basically, we need to know who has what permissions in a directory, for example or S: drive.

Thank you Leew, but CACLS is a little confusing to use. The option is not listed for me to view all user permisions. Just how to change them.
