HTTP/1.0 503 Service Unavailable WHEN LOGGING INTO OWA

Have a remote site that is getting HTTP/1.0 503 Service Unavailable when attempting to log into OWA 2k3.  I am able to browse thru IIS on the exchange page and log in that way but not from the outside.

    Please refer this article of MS and you will be through from this error :

    You receive the "HTTP 1.1/ 503 Service is no longer available" error message when users try to access Exchange 2000 or Exchange Server 2003 public folders by using Outlook Web Access
