Need to create a custom interface designer.

My client has asked me to come up with a designer for room layouts.  The idea is for the user to drag-and-drop items from a toolbox into a grid.  Mostly, I need boxes or custom graphics that can be expanded to scale, etc.  I need a way to detect when edges are touching and not allow it.  I can start out as a prototype with just boxes.

I researched on the Web for something similar but have not found anything useful.  I tried playing around with the picture box but that seems like a lot of code.

    I was pondering something similar for mapping out our physical network design and correlating it to database for an IT help/support application, everything pointed me to using Visio and/or AutoCAD with VBA.  Luckily for me I have remained busy with other tasks and have not had the time to pursue the concept :).  You may have to do some homework to get up to speed with Visio/AutoCAD but I shudder at the thought of having to do ANYTHING graphics-wise in the VB6 IDE.
