I tried reinstalling the operating system from the CD and the machine hangs as soon it says "looking for previous versions of Windows"

I think previous version is corrupted, can you let me know how can I format hard drive using recovery console

You cannot format using the recovery console.  You can use third party tools to wipe the disk - which will essentailly remove all partitions and files PERMANENTLY (Even Data Recovery services probably couldn't retrieve them).  One such free utility is Darik's Boot and Nuke - http://dban.sourceforge.net/

Do you know the proper way of burning an ISO image?

Did you ensure your BIOS is booting from CD BEFORE the hard disk?
