i would start with hardware checks.
run a hard drive analyzer.  there are lots of free ones around.  i like Drive Fitness Test (DFT) which works on most drives.
you can download the .iso and user's guide here: http://www.hitachigst.com/hdd/support/download.htm
if that doesnt work, then look at the hard drive manufacturer's web site for a diag tool.

i would then run a hardware analyzer that checks the other hardware on the computer.  again, there are several ones available out there.  i like The Troubleshooter.  it is included on this utility: http://62.253.162.19/hiren.thanki/bootcd.html

if all hardware checks out from these diags, then you probably need to re-install your OS.  before you do the re-install you can try to see if you have data you can get off the drive.  a bootable OS like BartPE may help you get to the data on the drive

Try hitting the special key it displays during boot to access your bios.  Then look thru your bios for an option to display everything.  Some bioses have an option to only show the logo instead of the boot stats.  Hopefully if it hangs you'll be able to see where, what, or why.

it could be anything.
in such cases, you can do 2 things : test as much devices as you can, on the PC with software,
or test the devices on another pc.
a good tool for tests is ultimate boot cd , it contains lot of tests for ram, disks, etc...   http://ubcd.sourceforge.net/download.html
or you can boot from a knoppix cd, and see what works or not :  www.knoppix.org

If no obvious hardware problems are found, try this:
Boot from a Win98 floppy disk:

http://www.bootdisk.com/bootdisk.htm

You may need to alter the boot order in the BIOS (f2 or del at startup), or you may have been supplied with one.

Enable CD rom support.

At the command prompt, type scandisk c:
Reboot (having removed the floppy disk from the drive). Any change?

If not, boot from the floppy again. At the command prompt, type SYS C:.
Reboot. Any change?
If not, reboot from the floppy.  Insert your Win 98 CD in the drive. At the command prompt, type E: SETUP (or whatever letter your CD rom is assigned.) This will initiate a repair install of Win98. Let it finish (you will need your product key).

Any change now?

Remove all you can remove from the PC and check the connections. replace the CMOS battery with a new one. Also give us the exact model number, this must have been one of the first athlons on the market!
