Changing the registry key location?

Here is another question that might be solved easily with respect to certs and registry...

If I use the above link and install the cert it installs but installs in the
[HKEY_CURRENT_USER\Comm\Security\SystemCertificates\ROOT\Certificates\97817950D81C9670CC34D809CF794431367EF474]

Rather than the
[HKEY_LOCAL_MACHINE\Comm\Security\SystemCertificates\Root\Certificates\23E594945195F2414803B4D564D2A3A3F5D88B8C]

Is there a way I can change this to [HKEY_LOCAL_MACHINE] on the import?
