Using an SAP class and method in an ABAP function

What is the correct syntax for using an existing SAP class and method in an ABAP function.

I'm trying to send a string to the method and get the return value.

The call is CL_HTTP_UTILITY and the method is decode_base64.

This is what I have, but I just get errors saying that the field CL_HTTP_UTILITY is unknown.

*"*"Local Interface:

encoded = cookie

decoded = cookiedecoded.
