Coverting a videofile to animated clipart

iam just wondering is there any application that can convert a few seconds of video file(in any format) into animated clipart.
I mean is there a way that i can just take 5 seconds of a video file and convert into a clipart image so that i can use it as signature for my emails. or just insert into the emails.

Any help would be appritiated.

If you have adobe premiere or any vid editing software you should be able to export a frame for each second of animation and change it into an animated gif using fireworks or photoshop...  

As far as an automatic (no leg work from you) solution... im not sure.
