Messages not delivered by Exchange 2000 in order, on time

We have Exchange 2000 server on a LAN.  Approx 45 users.  Some users complain that e-mail is not received by Outlook 2000 in order or when received on Exchange server. For instance, user had 2 internal e-mail from internal sender sent withing 2 minutes of each other.  One arrived 2 hours later on his desktop.

    Have you seen this for yourself?
    Always take what users say with a very high level of scepticism.

    Have you message tracking turned on? If not, turn it on.

    That will show what Exchange did with the message.
