Enable document footer only works on htm or html pages, not asp

IIS 6 on windows 2003 server and all service packs

There is a website that is a collection of html, htm, asp and aspx pages. If I want to change the footer, unfortunately changing the IIS setting for document footer only works on the .html and .htm files. For the others, absolutely nothing happens. What is the reason for this? Is there a way around this?
