Active Directory Backup

I need to create an exact replica of our Active Directory structure for a development environment we are building.

I have an identical server for our development domain controller that our production domain controllers run on.

The development domain controller will be on a vlan that does not have access back to our production network.

What's the safest, easiest way to do this?
