How do  I delete a terminal server license for per user in Windows 2003.

I installed terminal server licenses that were open licenses. One was for 10 licenses, the other for 8. So I have installed two licenses from my eopen license agreement number and also my license numbers.
I entered the wrong number of users on one of the licenses and want to delete it and reinstall. Does not seem to be a way to do that?
I have highlighted the  the licenses  on the license server and tried to delete it  and or looked for properties or actions to delete it so I
can reinstall with the proper number of users.
How is that done?
