I see what you mean now it doesn't work for me just as you said. I tried google home and it shows right.

Try a view source of both pages and see if they have the same characters, maybe it is something to do with IIS.

I guess it has to do with the servers language setting.

Try something like this in your Web.config

< configuration >
< system.web >
  < globalization
    fileEncoding="utf-8"
    requestEncoding="utf-8"
    responseEncoding="utf-8"
    culture="ar-EG"
    uiCulture="ar-EG"
  />
< /system.web >
< /configuration >

The following pages provide some information about "Visual Studio .NET® With Arabic Language Support":

You might want to ask this in the html section, but it could be the character encoding.  Your page has:
  <meta http-equiv="Content-Type" content="text/html; charset=windows-1256">
and the content type header set by IIS is:Content-Type:
   text/html; charset=utf-8

They should both match and match the actual character set you are using.

I tried it in Firefox and then opened IE to see if it was just an IE problem but it shows the arabic character set correctly for me in both browsers. Have you fixed it already?

I noticed you said you test it in local host and it works for you.  That's because it sounds like all the "data" is in your local place.  if that information regarding the arabic language isn't outsourced to the hosting company as well then you will still have the problem.  is everything you created in your local host exactly the same as the hosting company you're with?
