how do i setup a very basic vb net app

This is going to sound very vague...but here it goes.  I am a pl/sql programmer with oracle db server.  I have a firm grasp on web apps, but i would like to create a windows app.... and I assume that vb net is the best programming language to use for this.  

My problem is that I do not know where to begin.  What do I need in order to make a basic program?  How do I start this?  Do I need some type of special vb.net development tool?

Can someone please outline how I can make a very simple app so I can have a better grasp on how to use vb.net.

you need a tool to build the application and currently there is a free one

I think the first step is to have Visual Studio installed on your machine.
Though the minimum requirement is just the compiler and theoretically you should be able to do without any tools, but specially in case of visual programming like Windows apps it is not possible to build something really meaningful without some tools.

Once you have that you'd find a lot of examples on the net, which will get you started.
For Visula Studio or VB.NET I think the place to look is MSDN

If you are just wanting to dable in creating windows I application development I would suggest that you go with Bru's comment however if you have plans on doing a lot fo application development and or need some more advanced items like services you will want to get the full package and probably will even want to get a copy of MSDN for a year.  MSDN allows you a copy of every operating system that microsoft makes. This is very invaluable when trying to debug and beta test new applications.

That is a good starting package. However it does lack a few things including Microsoft Office. If you are wanting the version with office and a few other things you can get the Premium edition
