Learning PHP & MYSQL

I might have ask this question some time a go, but I don't remember if I did or not, but I guest I might not have because I don't have the answer.

I know some of the basic PHP & MYSQL, but not eough to but my mind at ease.

I don't want to pay alot of money, but I would like to find a good source for learning PHP & MYSQL.

I want some thing that will show me the codes and scripts and explan the use and reason why it is being used.

Most of the tutorial out here take you though and build a project, they run you though so fast they show you only the items that pertain to the project, I'd rather not do that. I learn better if I know the reason why this or that is being done.

Are there any complete full learning books, tutorial, or courses that will do this, and don't cost and arm and leg? If there is maybe some one can show me the way. Something that can be download and studiied off line. Need something that I can take and sit in a chair away form the computer and read first and then try and put it to the computer in my own way.

Please not the PHP Manual or MYSQL Manual or the w3cShool web set

I got my start with PHP/MySQL years ago with this little tutorial:
http://www.sitepoint.com/article/php-mysql-tutorial

It's a great beginning start to database driven websites.  He even has a book out now with it.
