Exchange 2003 w/Outlook 2003: Distribution List Limitations?

One of my users recieves "The distribution list has reached the maximum size for your network e-mail server.  The new member could not be added."  when trying to add another email address to the list.  These are all external customers.

What is the default DL recipient size?

Is it based on size or # of recipients?

Can I change or alter this?

Is this only limited to external email addresses?

Thank you all for your attention!

Create multiple distribution lists, each with no more than the maximum number of items and add that list in main DL
