Is there a feature or reporting tool in project web access 2003 in displaying users login history?  Specially, we would like to know who logs on frequently, at what time and who hardly gets on at all.

Not really, with the SQL Server Table MSP_WEB_RESOURCES, you can see the last login.

What you can do is, if your users are using windows authentication and the log of IIS for the site, which contains ProjectServer, is enabled, to analyse the IIS log. As the login page is logged with the user name of the user, you may be able to filter this log for the login page URL and the analyse this data. If you import the log into a database, your information should come out of this data.
