Domain membership test ..... :Failed

About to install Exchange 2003 on a Windows 2003 server in a windows 2000 domain.

I used netdiag and got:

domain membership test ......:failed
Warning the system Volume has not been
completely replicated to the local machine.
This machine is not working properly as a DC

what to do? Any ideas?

    have you recently put a new DC in?

    I opened the DNS and added the other DNS server and now it is working!
