Returned email error

A mail user got this error trying to send mail.  It looks like this mail domain is spam listed or blocked by spamahus.  What do you think?  The error is:

"The following recipients could not be reached:
Could not deliver the message in the time limit specified.  Please retry or contact your administrator

    Took a while to find out who owns that domain as they have masked it in the whois records which isn't very nice.

    Looks like classic blocking of the domain/ip address. Check that your DNS is configured correctly.

    You may also want to put your IP address in to one of the one lookup tools to see if it has been listed anywhere:
